In March 1929, as the nehru report was being planned and drafted, the IFP gained a massive majority in the elections to the Constituent Assembly of India (CAI). Jinnah proposed the conversion of the IFP into a new national party. Nehru strongly opposed this move and left the Congress. He also opposed Jinnahs demand for him to be made its president, and he urged Gandhi to take the leadership in the hope that he would be able to form a non-partisan government.
In October 1930, the Congress held a blitz session and on October 25, Nehru, Gandhi and Ajayalakshmi announced the foundation of the Congress Working Committee (CWC). He also became Secretary of the All India Congress Committee (AICC). The CWC made it clear that it was as a separate political group, to work for the independent sovereignty of India and not to interfere with the Congress policy.
It was decided that the Indian National Congress would cooperate and work with the government of India, provided the latter was made representative, subject to the resolutions of the Congress. The CWC met in Simla in the spring of 1931 and decided to form a new national party. Gandhi resigned his post at the AICC and accepted the presidency of the National Congress. Nehru continued as secretary to the AICC, but with growing responsibilities. He drafted the party manifesto and became its general secretary.
In September 1934, Jinnah and the Muslim League joined the Congress and Gandhi met the following month in Lucknow to create a new government in which the League would have five ministries and Nehru two. It was the first time that an independent country had created a government under Hindu majority control. Jinnah became premier, and though he formally had two portfolios, he controlled the Home and Finance ministries. As the League was the majority party, the governor of the province could veto any government bill. As a result, the government functioned for only a few months.
